They all have laws about needed a prescription to get contact lenses. Most retailers will follow these laws so that they do not get into trouble or get slapped with fines.
You can find colored contacts without a prescription if you search around. These retailers may be off shore, in another country or may just decide to take the risk of selling them without requiring a prescription from you. If you buy them, you cannot get into trouble, but it’s the fault of the retailer instead.
