This question is similar to asking, “Can laser printers replace inkjet printers?” Before, when laser printers only come in monochrome, they certainly cannot replace inkjet printers since inkjet printers can print in color. However, when the colored laser printers came around, in terms of performance, the laser printers are certainly better. So why do not inkjet printers phase out? Mainly, it is because of the price. Laser printers are very expensive compared to inkjet printers. This being the case, hypothetically, a portable laser printer will cost a lot more than a portable inkjet printer.
We say hypothetically because portable laser printers do not exist yet. Well, at least not to the point where they can be on par with portable inkjet printers, much less replace them. They may be considered for land trips as long as there are cars. However, for someone going to a vacation, the thought will not even be considered.

Ordinary laser printers are already expensive because of the components they use such as laser beams and photo-resistive components. If you put them inside a smaller package, they level of sophistication will be increased thus equating to more costs.
If a portable laser printer was to employ the same process as an ordinary laser printer, it is most likely that their speed will be the same. This will be advantageous to laser printers since they print page by page. What happens is that the image of the page is transferred to the drum then transferred to the paper in one full rotation of the drum. In the case of portable inkjet printers, they use the same process where the print head prints according to the data received. This way, it can pause in the middle of printing a page and wait for additional data. This is not possible with laser printers.
Since portable laser printers have yet to exist, we cannot say for sure that they can replace portable inkjet printers. However, if they do exist, if you remove the cost constraints, if you incorporate speed and quality in one small package, which happens to be far better than inkjet printers are, then it will be very hard not to choose portable laser printers over portable inkjet printers.
There may still be one aspect where portable laser printers cannot replace portable inkjet printers and that is the media selection. Laser printers are known best for printing on ordinary paper. However, if you happen to use other types such as glossy types of paper, or laminates, there is no better choice but inkjet printers.
